THE MICROSTATE OF
HENULDIA

PC AM's first decree, declaring the micronation.

Henuldia (formerly the RAIS), also known as the Microstate of Henuldia, is a micronation in Baybaya (the Philippines). It was founded by President-Chief (PC) AM on June 10, 2017. It is currently headquartered in Manila, although the state considers this its “temporary grounds” as there are plans to move or “expand” Henuldia in the future.

 

According to the National Archives, Henuldia has existed since November 2016, but without some form of constitution or written declaration until its official founding date. Its roots can be further traced back with the creation of a simulationist nation around 2007, which eventually evolved into its present state.

Henuldia has had many regions, some of which are listed:

 

  • The Inholdsby Region, its main proper. This region consists of a room, which also functions as the Administrative Office and “capital city”. Indholdsby measures roughly 10 x 16 square feet.

​

  • The Laguna Region, a plot of land in Belair, Laguna. The Laguna Region was unofficially claimed in May 2017, but was never occupied. Around the early 2020s this claim was relinquished.

​

On 11 March 2019, Henuldia officially declared the existence of the Mandagitna area as a buffer-zone between it and Baybaya, spanning the immediately accessible area around its vicinity. This zone is not claimed, albeit is commonly frequented by Henuldians.

POLITICS

Henuldia is officially a ”stratocratic-technocratic” microstate. Its militaristic nature is based on its roots and having its small population also be its defence force. Since 2019, three groups influence the direction of Henuldian politics: civil society (led by the "creatives"); the military (containing the isolationists); and the notably influential non-governmental Scientific Community of the Republic (SCR), members of which became elected technocrats in the government.

 

Since 2019, there has been no one minister leading the microstate- the parliament, the Plinmuszig serves as the Admin or executive political head of the country. Aside from the Admin, the rest of the government includes the Offices and Departments, and the Security Departments. The Supreme Court of Henuldia (judiciary) is considered a shared branch between the OD (Ministry of Law) and the Plinmuszig (admin, judicial Board). An informal shadow government (the Plintuidarpk) existed until 2019.

 

The Offices and Departments are comprised of; the Ministry of Foreign Affairs; the Ministry of Public Affairs; the Ministry of Financial Affairs; the Ministry of Law; the Ministry of Education; the Ministry of Economy and Trade; the Ministry of Media; and the Ministry of Defence (which collaborates with the Security Departments). Each ministry also has its own sub-departments.

LAW

The Henuldian Constitution dictates Henuldian’s rights, and all primary civil and military laws and policies. As it dictates military policies, it also constitutes as the military’s de facto constitution. The constitution was ratified and went into effect the same day Henuldia was declared a micronation. Law and order in the republic is enforced by the RAIS Defence Corps (which acts as local law enforcement).

 

Because of its size, Henuldia has no prisons, and therefore “deports” criminals from its borders.

FOREIGN RELATIONS

Henuldia is notably isolationist, with a few recognized open relations (and only to other micronations). Despite this, the national constitution declares its belief in stable ties, if not beneficial diplomatic relations to others. Additionally, because of its location and status, it mainly depends on the private market of the Baybaya for its national needs.

 

Though Henuldia officially declared itself a separate entity from Baybaya, it views Baybaya mostly positively but continues to maintain its independence in the form of “self-autonomy”.

 

The micronation is currently closed to immigrants.

MILITARY

Defence duties are carried out by the RAIS Defence Corps (RDC). The mainly non-lethal force is equipped with a small arsenal of non-lethal guns, bows, melee weapons, and surplus military gear. The RDC considers itself a militia unit, due to the micronational nature of Henuldia.

 

Though it has no navy, the RDC has an air force consisting of drones. It also maintains an intelligence branch, the HIDING, which is responsible for both internal and external defence, as well as acting as the RDC’s own special forces and being responsible for ethics in the ranks and elsewhere.

 

In 2019, the RDC had two organized units: the Homeland Unit, based in the mainland; and the Away Unit, which served in Dajhedina until the Covid pandemic.

ECONOMY

Economy is mostly concerned with trade or period event sales, supported or sponsored mostly by the local baking industry or the Ministry of Defence. During 2017, online second-hand selling was one of its primary “sectors,” next to Youtube videos. Since 2018, the film industry has shrank and has now been overtaken by other creative industries and technology sectors.

 

The micronation has the Sheni as its currency, which notably has only bills in circulation. However, because of its status and geopolitical environment, Henuldia’s coffers are retained in Baybayan currency. Additionally, much of the government’s reserves are retained in the form of “valuables”.

 

The national bank of Henuldia is the Republic Central Bank, which is administered by the Ministry of Financial Affairs.

LANGUAGE AND LITERATURE

The state has its own language, which is also called Henuldian. Due to its nature, it is often referred to as a "proxy language". It requires that one knows English to utilize it. A large portion of the contemporary National Archives is written in Henuldian (in all three of its modes). Additionally, some of the archive’s videos have Henuldian voiceovers, and a stamp used by the government to validate documents and objects has Henuldian written on it.

 

During the FREMSKRIDT Movement, a variety of poetry was composed in Henuldia, culminating in a Henuldian writing boom. Even before this, poetry was practiced in the state (way before it was founded) and mainly comprised its literature. To this day, poetry in all sorts of languages remains popular in the microstate.

 

Other languages aside from English, Tagalog, Henuldian, and Danish include some German, Spanish, Russian, and a little Japanese. At the onset of the PRM period, Tagaray was declared an official language, making use of Baybayan languages (such as Tagalog and Bisayan) and the Baybayin script, as part of growing awareness of Henuldia's Baybayan ties.

FILM AND MEDIA

During the early days of Henuldia, videos were produced locally and were quite popular in Henuldian culture, ranging from animation to satirical shitposts. Animation, specifically brickfilming (stop-motion with Lego) had long been a personal hobby of the PC, and was responsible for part of Henuldia’s early economy. Informational videos were also frequently made and added to the archives. Today, video editing continues to form a part of the Henuldian entertainment sector, in the form of AI-related content and vtubers. Aside from videos, drawing (both human digital art and sketches) is also a popular pastime in Henuldia.

 

Henuldia has its own national archive, which contains records provided by the PC and other Henuldians, documents detailing Henuldia’s “predecessors,” and etc. The archive is loosely comprised of journals (with the first from as early as 2010), hard drives (with the first from as early as 2010 again, and each constituting 1+ TB of info), and physical files.

FOOD

Henuldian bread, also cranberry-lemon bread, is a delicacy baked during special occasions, risen or unrisen.

Baking is a popular pastime done by mainland Henuldians. Cookies and cupcakes are usually made and exported to Baybaya. In 2019, the caramel cookie was declared the national food. Henuldian bread, also cranberry-lemon bread, is a delicacy baked during special occasions, risen or unrisen.

 

Popular foodstuffs and dishes in Henuldia are mostly spicy, or savory. Until the Riperlen Reforms, a huge percentage of the Henuldian diet was sweet. Some examples of famous and commonly consumed sweet foods were: breadsticks coated in chocolate (such as Pocky or Pepero), caramel waffles (stroopvaffels), local peanut-chocolate bars (Hany or Choc-nut), and peanut butter cookies. Some examples of commonly consumed meals include spicy ramen, shellfish like shrimp with an assortment of sauces, Adobo, spicy Sinigang, roasted/grilled meats and fish, vegetables and broth with meat or fish, and meat/tofu/seafood with soy sauce, Calamansi, and (sometimes) chopped red chili.

 

Despite the 2018 Riperlen reforms, hot chocolate remains a staple drink in Henuldia, usually drank late at night after a tiring day’s work, under cold weather, or during minor events, and sometimes consumed with complements such as chocolate bars, bread, chocolate sticks, cookies, and etc. Pocky in particular (or related foods) is celebrated with Swiss Miss and eaten together in “Pocky Nights” (also known as "Swiss Miss Nights," if there was only Swiss Miss available). Another popular drink is milk tea, followed by root beer. Milk (both cow’s and soy) and fruit juice remain on par with these drinks as the most drunk beverages in the republic.

MUSIC

Henuldia has an old album of national music (simply called “Songs of AM”). Included in this album is the national anthem of Henuldia, which was the first song to be composed in the album (and during the time before Henuldia was officially declared). Another album, “Tolmakian National Music” (now part of “Songs of AM” since June 2017) is also considered to be state music, and is in fact where the current anthem derives from. The micronation’s national music is mostly folk-ish, orchestral, and patriotic in genre.

 

Aside from the national music, a wide array of musical genres are enjoyed. In 2018, trending music in Henuldia was mostly indie music, alongside Lofi, electronic, and classical music.

RELIGION

Up until 31 March 2019, the official state religion of Henuldia was Padism, a Chrisitianity-derived philosophical system with some beliefs from traditional Roman Catholic doctrines. On April 1 of the same year, the Plinmuszig declared Henuldia to be irreligious as Padism had fallen out of practice due to the FREMSKRIDT Movement. During the PRM period, nontheism became very popular.

 

Henuldia practices a freedom of religion policy. However, religious extremism or “subjugation” is illegal, and national policy requires that conflicting or dominant religions compromise or modify themselves accordingly to prevent internal religious conflicts or intervention and possible deportation.

SCIENCE AND TECHNOLOGY

Ever since the FREMSKRIDT Movement, Henuldia has focused mostly on education, regarding technology and science. This has included computer science, information technology, some physics, and some astronomy (which notably contributed to the AMSA’s activities during 2018). Henuldia has also been known to have developed a few bots in the same year, the descendants of which the state currently uses for security, storage, testing, and other purposes. The movement also contributed to the Riperlen Reforms’ security policies.

 

The national archives contain a lot of science-related material ranging from philosophy and physics to programming and data science. Additionally, some pieces of scientific information, encoded in Henuldian, are included with PC AM’s journals. In 2022, the national archives grew almost to double its size with the amount of AI technologies that were archived in it.

 

In 2019, the Scientific Community of the Republic was established to further scientific Henuldian ventures and remains an influential group in Henuldia. As of 2024, it spearheads research and studies for fields such as machine learning and physics.

SPACE PROGRAM

Henuldia has a small space program, the AMSA (AM Space Agency), which is represented by a single telescope. In March 2019, the AMSA retired its first telescope (a miniature) and commissioned its second one (60 mm).

 

The AMSA was active during the supermoon event of November 2016, and managed to photograph some images. It was active again during the 2018 super blue blood moon that happened at the end of January. Other later events it observed were the last solar eclipse of the 2010s and the solar eclipse of June 2020. It continues to do some observations, mainly spacecraft transits, planet tracking, and eclipses.

In 2020, the AMSA began venturing into radio astronomy and the production of educational model rockets (primarily powered by rocket candy).

SPORTS

The bow and arrow was the first weapon employed by the state in its history, with many being created locally, including repeating crossbows. In memory of this, archery remains the national sport. At some point with guns loaned from the state arsenal mostly replacing bows, the term "marksmanship" grew to refer to Henuldian archery.
